The Consolidated Database System (CDBS) was the system used by the Federal Communications Commission for the period from September 23, 1999 to 2023 to manage applications for radio, television and prior to the service's transition to the International Bureau, international broadcast stations. CDBS was the successor to the Broadcast Application Processing System (BAPS), a VMS mainframe database system that was used between 1978 and 1998. Broadcast applications would start a slow transition to the License Management System (LMS) for television in 2014, FM radio in 2019 and AM radio in 2023. The FCC would discontinue the CDBS Public View web service on January 2, 2025.
When CDBS was first released, applications were still filed on paper and submitted to the FCC. Application data was entered into the database by FCC staff. In 2000, the FCC started to make availability for broadcast applications to be electronically filed. Online filers used a web interface that simulated the paper form. CDBS also provided a "public view" interface for retrieval of applications and application exhibits. CDBS provided a frequently updated raw database of all activity, usually (but not always) updated every business day. CDBS would eventually be able to support the filing of pleadings such as Informal Objections and Petitions to Deny and "non-form" notifications such as changes of address. On the back-end, FCC staff would access applications and change status and other information using a java-based applet.

The REC Radio History Project maintains an interactive website that has the look and feel of the former FCC CDBS Public Access website. This will allow you to search for data within the CDBS database tables. It is not intended to be used to view currently authorized or proposed facilities.

REC Radio History Project Open Data files
In addition to the FCC published data for CDBS, REC had also produced several data files that supported the presentation on the REC websites such as FCCdata.org and FCC.today. As CDBS has been retired, REC has declared these datasets as open data and we will share them here.

Public Notice Comments
This file includes all of the Public Notice Comments for each application that was available in the CDBS Public View in December, 2024 prior to the tool retirement. This file is used in conjunction with the CDBS Final Data Dump file to provide supplemental information about a broadcast application.

Import Letters
This table is a directory to the Import Letters that were in CDBS. REC currently has data from approximately 98% of all import letters generated by CDBS during the entire CDBS era. Most letters are available in PDF form while a small number of them are text extracts. To access an import letter through REC, you can go to: https://cdbs.recnet.com/corres/?doc=[fcc_letter] (where 'fcc_letter' is the import letter ID from the first column of the data file. REC reserves the right to rate limit and restrict the document service.

Please note that the Import Letters database file may receive a revision later in 2025 after the contents of import letters obtained in the December, 2024 mass run are analyzed. The data structure should remain the same.
CDBSbot Transaction Log
CDBSbot was the system that was developed by REC from 2014~2023 to monitor the CDBS Public View to provide information on applications filed and near real-time notification of actions. CDBSbot was used to support the information displayed on FCC.today.
